You can surrender your Indian passport in the USA through VFS Global to the Indian embassy/ consulate. In the US, VFS handles all these services related to the Indian passport. Additionally, the appointment centre depends on the US state where you currently live. For instance, I live in San Diego and surrendered my passport at the Los Angeles VFS Centre US. According to your current living place, the website itself tells you about the VFS centre.

In the USA, on behalf of the Indian embassy/ consulate, VFS Global handles the surrendering and renewal of Indian passports. I recently got citizenship in the US and lived in New Jersey. I also surrendered my Indian passport through VFS Global, and my passport surrender application was processed by the VFS Global New York Center. Within three weeks of my application submission, after the appointment, I got my surrender certificate.

Through VFS Global, you can surrender your Indian passport in the USA to the Indian embassy/ consulate. However, before surrendering your passport, you need to fill out the application form, submit the requested documents, pay the applicable fee, and book your appointment at your nearest VFS Global Centre in the USA. Sharing my experience, I surrendered my Indian passport at the Houston VFS centre as I lived in Houston. Based on your US state, the VFS Global website tells you where to send your documents and book your appointment.
