Hi everyone,
I recently became a US citizen and am trying to understand the difference between surrendering an Indian passport and renouncing Indian citizenship.
I checked the VFS Global website because I need to complete the process before applying for an OCI card. Some pages refer to a passport surrender certificate, while others call it a renunciation certificate. I also came across information suggesting that renunciation and surrender may be separate procedures in certain situations.
I still have my last Indian passport, and I acquired US citizenship through naturalization. I haven't submitted my surrender application yet because I want to make sure I select the correct service and don't end up paying for or completing the wrong application.
Does surrendering my Indian passport automatically mean that I have renounced Indian citizenship? Or do I need to complete a separate citizenship renunciation application first?
I'm particularly interested in hearing from people who recently completed this process in the USA. Did VFS issue you a surrender certificate or a renunciation certificate, and which document did you use when applying for OCI?
I understand that procedures may differ depending on the applicant's circumstances, so I'll check the current consulate instructions before submitting anything. Any clarification would be appreciated.
There is an important distinction here, especially if you read the citizenship renunciation information on the Indian government website.
The Consulate General of India in Atlanta explains that someone who has already acquired US citizenship generally needs to surrender the Indian passport. It describes the formal renunciation-of-Indian-nationality process separately for people who are still Indian citizens.
That is why I would first establish when you acquired your US citizenship rather than choosing a service based only on the words “surrender” or “renunciation.”
If you became a US citizen through naturalization and still have your Indian passport, start with the current VFS surrender instructions for your consular jurisdiction. If you are still an Indian citizen and intend to formally renounce citizenship, check the separate citizenship renunciation procedure.
I would not rely on a forum post alone to decide which route applies. The official instructions are more useful here because the terminology is not always consistent across websites, and your circumstances can affect the correct process.
I completed the process after becoming a US citizen, and the terminology confused me too.
For my application, I used the VFS service for surrendering an Indian passport after acquiring foreign citizenship. The consular instructions referred to the resulting document as a renunciation/surrender certificate.
My understanding is that acquiring US citizenship and surrendering the Indian passport are not the same event. Under Indian law, voluntarily acquiring foreign citizenship generally results in the loss of Indian citizenship. Surrendering the passport is the administrative process of handing it in for cancellation and obtaining the required documentation.
I wouldn't assume that you need to complete two separate applications just because different websites use different terms. In the USA, the relevant consulate's guidance may treat the surrender and renunciation certificate as the same document for this situation.
Check the VFS checklist for applicants who still possess their latest Indian passport. If you have lost the passport, the procedure and documentation can be different.
I would also keep the certificate and cancelled passport safely because you may need proof of renunciation when applying for OCI or other Indian consular services.

I ran into the same confusion while preparing my OCI application. The OCI checklist asked for proof of renunciation, but my passport surrender application was handled under the VFS renunciation/surrender service.
The important thing is to obtain the official certificate or other proof accepted for your particular OCI application, rather than assuming that a cancelled passport alone will always be sufficient.
For example, the Consulate General of India in San Francisco explains that a renunciation/surrender certificate is issued after surrendering an Indian passport following the acquisition of foreign nationality. Its guidance also distinguishes a renunciation declaration certificate for applicants who have lost their passport.
I would download the current VFS checklist, confirm the correct application category, and then check the OCI checklist separately. Keep copies of the cancelled passport and the certificate once you receive them.
If you acquired foreign citizenship years ago, or your passport is missing, expired, or was never surrendered, mention that when checking the official instructions because the process may differ.
It is worth clarifying this before applying rather than discovering a document mismatch during the OCI process.
