I live in Ontario, Canada, and became a Canadian citizen a few months ago. Before that, I held an Indian passport. I am now planning to apply for an OCI card and want to confirm whether I must obtain an Indian passport surrender certificate first.
I still have my old Indian passport, and I have received my Canadian citizenship certificate and Canadian passport. I have not started the surrender process because I have seen different information online about surrender certificates and renunciation certificates.
Some people say that anyone who acquires Canadian citizenship must surrender their Indian passport before applying for OCI. Others mention that the procedure or certificate may be different depending on when foreign citizenship was acquired.
I am confused about which rule applies to my situation. Is the surrender certificate mandatory for every former Indian citizen living in Canada, or are there exceptions? If the original Indian passport is available, is the process straightforward, or do I need to complete a separate renunciation application?
I would also like to know whether I should apply through BLS International or contact the Indian Consulate directly. I want to make sure I follow the current process rather than rely on older forum discussions.
If anyone has recently completed Indian passport surrender in Canada before applying for OCI, please share what documents you submitted and whether the consulate issued a surrender certificate or another type of certificate.
I will check the official instructions too, but recent experiences from other applicants would be helpful.
The date you acquired Canadian citizenship makes a difference.
My parents became Canadian citizens years ago, before the surrender certificate system was introduced on June 1, 2010. Their old Indian passports had already been cancelled and returned to them, but they never received a separate surrender certificate.
The Toronto Consulate explains that applicants who acquired foreign citizenship before that date can use their cancelled Indian passport as proof when applying for OCI, provided it has the required cancellation stamp.
There is also a specific concession mentioned in the Consulate's guidance for certain people who became Canadian citizens before June 1, 2010 and can no longer locate either the surrender certificate or the cancelled passport. An affidavit may be accepted in the circumstances described by the Consulate.
However, I would not assume that the same exception applies to someone who became Canadian after 2010. The date and available documents matter.
If your citizenship date is recent, I would follow the current surrender procedure. If it is older, contact the Consulate to confirm whether your cancelled passport or another document will be sufficient.
Yes, based on the guidance published by the Consulate General of India in Toronto, a surrender certificate is generally required if you acquired Canadian citizenship on or after June 1, 2010 and previously held an Indian passport.
I completed my passport surrender formalities before applying for OCI. The Toronto Consulate's instructions say that the application must be submitted through an authorized BLS centre. The usual documents include the online application form, original Indian passport and copy, Canadian citizenship certificate, Canadian passport copy, photograph and applicable fees.
One important exception concerns people who acquired foreign citizenship before June 1, 2010. The Toronto Consulate says that applicants in this category can provide their last-held Indian passport showing the cancellation stamp instead of a surrender certificate.
I would check the date on your Canadian citizenship certificate first, because that helps determine which instructions apply.
If you are applying for OCI, also check the separate OCI document checklist. Don't rely only on the requirements for an Indian visa, because the documents accepted for different services may not be identical.

If you are asking because you want to apply for OCI, I would treat the surrender certificate as a separate step that should be completed or clarified first.
The Toronto Consulate's OCI checklist for adults who were previously Indian citizens specifically asks for a surrender or renunciation certificate. It also describes the evidence required for the old Indian passport and proof of foreign citizenship.
If you acquired Canadian citizenship before June 1, 2010, the checklist allows a copy of the last-held Indian passport instead of the certificate when the passport carries a cancellation stamp. There are also instructions for applicants who do not have any of the listed documents, so contact the Consulate before assuming you are ineligible.
For applicants who became Canadian citizens after June 1, 2010, I would not submit the OCI application, assuming the old passport alone will replace the surrender certificate.
Check the current BLS submission requirements for your consular jurisdiction, too. The Toronto instructions may not be identical to those used by the Consulate in Vancouver or another Indian Mission.
If you share the year you became Canadian and whether you still have your cancelled Indian passport, other applicants may be able to point you toward the relevant section of the official checklist.
