Yes, you can renew your Indian passport before its expiration date. For this, you will need to gather all the requested documents in their original form, including the details of your old passport. All these things will be done online. Then you need to book an appointment, attend it on the scheduled day and time, and if everything goes well, you will get your renewed passport on time.

It entirely depends on your country and the reason you need or want to renew your passport early. If you have a valid reason, such as changes in your particulars, they generally accommodate your request. Sharing my experience with you, I attempted to renew my passport nearly three years before it was due to expire. They emailed me and asked me why I was renewing my passport so early. I replied, telling them it was done by mistake; due to poor eyesight, I had misread the expiry date of my passport. Although it was not a good reason to tell, they returned my old passport to me. Then, I had to wait for two years until I could renew my passport without it expiring.

No, you cannot renew your Indian passport without any specific reason, like a change in personal particulars or status, or running out of pages before the expiry date of your passport.

In the Indian passport system, there is no renewal process. After 10 years of validity, a new passport is issued to a person. So, even two years ago, if your passport expired, it did not matter at all. You can apply for a fresh passport.
