Yes, you can send your Indian passport application in the UK by post or mail to the VFS application centre. The processing time for the application submitted by post or mail will take an additional 7 days for processing. Please note that for the safety precautions due to COVID-19, VFS staff will get your packages 48 hours after the arrival of the Application at the location by mail.
