How Can I Transfer Money From an NRO Account to an NRE Account?

I’m an OCI cardholder living in the US and currently have both an NRO savings account and an NRE account with an Indian bank.

Most of my money comes from my US income, but I also have some money in the NRO account from rental income and other legitimate India-related receipts. I’m now trying to understand whether I can transfer part of my NRO balance to my NRE account.

I’ve read that an NRO-to-NRE transfer is possible, but there seems to be a limit and some conditions attached to it. I’m particularly confused about the USD 1 million limit and whether that applies only when sending money outside India or also when transferring from NRO to NRE.

My bank has also mentioned that they may need documents showing the source of funds and tax compliance before processing the transfer.

I did an NRO-to-NRE transfer after becoming a foreign citizen and getting my OCI.

The important thing in my case was that the bank first verified my KYC, OCI status and residential details. After that, they reviewed the source of the NRO funds.

I had rental income, so I kept the following ready:

    • NRO bank statements
    • Rental agreement
    • PAN
    • Income-tax documents
    • Property-related documents
    • Proof of tax payments where applicable

Not all of these were necessarily requested for every transfer, but having the records ready made the process easier.

Also, don't confuse an NRO-to-NRE transfer with an overseas remittance. The money is moving between two rupee accounts in India, but RBI treats the transfer within the applicable repatriation framework. The current RBI FAQ specifically says funds can be transferred from NRO to NRE within the USD 1 million facility.

The exact documentation can depend on the source of the funds and the bank's compliance process, so I'd get the bank's checklist before initiating it.

My experience was a little different because my NRO balance consisted mostly of money that was already in India when I became a non-resident.

The bank asked quite a few questions about the source of funds. They wanted to know whether the money came from rent, investments, sale of property or something else.

I think that's the part people sometimes overlook. The bank isn't just looking at the amount you're transferring. It also needs to establish that the transfer is permitted and that any applicable taxes have been addressed.

RBI has specifically permitted eligible transfers from NRO to NRE within the applicable USD 1 million per financial year facility, subject to payment of applicable taxes and other conditions.

I wouldn't assume that you can simply use internet banking to move a large NRO balance into NRE.

For a small routine transfer, the bank may have a simpler process, but for a larger amount, you may be asked for tax documents, source-of-funds evidence, and possibly a CA certificate or other documentation depending on the transaction.

I transferred money from my NRO account to my NRE account last year. I’m an OCI holder living in Canada.

In my case, the bank did allow the transfer, but they wanted to establish where the NRO funds came from before processing it.

A portion of my balance was accumulated rental income, so I provided the rental agreement, bank statements, and the relevant tax documents. The bank also checked whether the applicable taxes had been dealt with.

The USD 1 million point is important. RBI's current guidance says NRO balances of eligible NRIs/PIOs can be remitted up to USD 1 million per financial year, subject to the applicable conditions, and specifically states that funds can be transferred to an NRE account within that facility.

So I wouldn't treat it as an automatic unrestricted transfer.

My bank handled the transfer internally because both accounts were with the same bank. I don't know whether another bank would require the same paperwork.

I'd suggest asking the NRI/foreign exchange department for their NRO-to-NRE transfer checklist before submitting the request.
