No, Indian citizens cannot get a visa on arrival for Indians because Turkey has stopped all the facilities for visas on arrival for Indians. So, in order to get entry into Turkey, you have to apply for a valid Turkey visa for Indians.

    Turkey does not allow an on-arrival visa for Indians. To get a safe entry, you should apply for an e-visa or a visa for Indians before reaching Turkey.
