Yes, you can apply for an OCI card while being on a visitor visa. However, applying from your own country for the card is quite simple. I know that when you apply for a card in India, you need to provide complete details of your Aadhaar card, proof of having a gas connection/surrendering your ration card, and more, which is daunting for a visitor. If you apply from your country of citizenship, you do not need to answer any such questions.

For this, you need to visit the local FRRO office. Depending on where you use it, they have a specific email address. Additionally, to apply for a card from India, you need to convert your existing visa into an X visa, extend it, and then start the OCI application process.
