I’m applying for an OCI card for my 4-year-old daughter in the USA, and I’m a little confused about the passport requirements for both parents.
My husband and I are Indian-origin but have now become US citizens. Our daughter was born in the United States and already has her US passport. We’re preparing the documents for her fresh OCI application and checking the requirements before submitting everything through the application process.
I understand that my daughter’s US passport and birth certificate will be important documents. However, I’m not sure whether both parents need to provide copies of their current US passports, or whether the passport of just one parent is sufficient.
We both have valid US passports, but my husband travels frequently for work. If the application requires his passport details or a copy of his passport, that’s fine. I just want to understand what needs to be uploaded and whether any original passport needs to be submitted in person.
I’m also wondering whether we need to provide copies of our old Indian passports, since both of us were Indian citizens before naturalizing as US citizens. We have our Indian passport surrender certificates as well.
Has anyone recently applied for a minor OCI card in the USA and gone through this process?
Did you submit both parents’ current foreign passports?
Were copies of the parents’ surrendered Indian passports required?
Did the application require both parents to sign a declaration or consent form?
I know requirements can vary depending on the application circumstances and the consular jurisdiction. I’d appreciate hearing about recent experiences, particularly from parents who applied through VFS in the USA.
I would prepare both parents’ passport copies rather than assume one is enough.
We applied for our daughter’s OCI in Canada, not the USA, so our document checklist was different. However, the Consulate General of India in Toronto’s published guidance for minor OCI applications lists the current valid passports of both parents. It also lists copies of the parents’ previous Indian passports and surrender certificates for the relevant categories.

In your situation, I would keep these documents ready:
That doesn’t mean every document will be requested in exactly the same format for every US application. The current US checklist should determine what you actually submit.
Also, don't assume that because your husband travels frequently, his passport original must be mailed anywhere. Check the instructions for copies, originals and verification separately before sending the application.
We applied for my son’s OCI card in the USA last year, and in our case, copies of both parents’ current US passports were required.
My wife and I were both Indian citizens before becoming US citizens. We submitted our son’s US passport, his birth certificate, our marriage certificate, copies of our current US passports, and documents relating to our previous Indian citizenship.
We also included our old Indian passport copies and surrender certificates. I didn’t want to risk a document query later because we had already spent time getting the birth certificate and other paperwork ready.
One thing I would distinguish is submitting a passport copy versus surrendering the original passport. The checklist we followed asked for copies of the parents’ passport information pages. You should check the current VFS instructions for your jurisdiction to see which originals, if any, must accompany the application for verification.
For the consent part, both parents also needed to sign the relevant paperwork in our case.
The requirements can vary by consular jurisdiction and application category, so I wouldn’t rely only on an older checklist or another family’s experience. The official VFS USA OCI checklist is the place I would start.

One detail worth checking is whether the child was a foreign citizen from birth or acquired foreign citizenship later. You mentioned that your daughter was born in the USA and already has a US passport, so the foreign-citizen-by-birth checklist appears to be the relevant category, assuming she has never held an Indian passport.
The distinction matters because the supporting documents for a child who previously held an Indian passport can differ from those for a child who has always held a foreign passport.
The official OCI portal explains the general evidence used to establish present citizenship and, where applicable, previous Indian citizenship.

I would also make sure both parents’ names match across the birth certificate, passports and marriage certificate. If there are spelling differences, name changes or other discrepancies, check whether supporting documents are required before submission.
For a US application, use the checklist for your specific VFS/consular jurisdiction rather than relying on a checklist from the UK or Canada. If the instructions are unclear about your husband’s passport, contact the relevant application centre and ask whether a copy of the bio-data page is sufficient or whether additional pages or an original are needed.
