Hi everyone,
I recently became a US citizen through naturalization and am planning to apply for an OCI card. I still have my last Indian passport, but I haven't completed the passport surrender process yet.
While checking the OCI application requirements, I noticed that a surrender certificate or renunciation certificate is mentioned in several checklists. I'm confused about whether I must obtain this certificate before submitting my OCI application or whether I can submit both applications around the same time.
I also want to understand what happens if someone has already surrendered their Indian passport but hasn't received the certificate yet. Would a receipt from VFS be sufficient, or does the OCI application require the actual certificate?
I have my current US passport, Certificate of Naturalization, and old Indian passport. I haven't started the OCI application because I want to get the sequence right and avoid delays caused by missing documents.
For those who applied for OCI in the USA recently, did you complete the surrender process first? Which document did you upload as proof of renunciation, and did VFS or the consulate ask for anything else?
I understand requirements can vary depending on the consular jurisdiction and the applicant's circumstances. I'll check the official checklist, but I'd appreciate hearing how the process worked for others.
I would check the official checklist rather than assuming the rules are identical everywhere.
I applied through a different consular jurisdiction, and the checklist specifically asked for proof of renunciation because I had previously held an Indian passport. The instructions described the acceptable documents rather than simply asking whether I had started the surrender process.
If you still have your Indian passport, the usual route is the surrender process for applicants who possess their last-held passport. If the passport is lost, a separate procedure may apply.
Also, make sure you distinguish the surrender certificate from your Certificate of Naturalization. They serve different purposes: one documents the Indian passport surrender or applicable renunciation process, while the other establishes how you acquired your current nationality.
I would complete the applicable surrender process first and then follow the OCI checklist. If you have already submitted the surrender application, contact the relevant service provider to ask what evidence is accepted while the certificate is pending rather than guessing.
Yes, in my case, I completed the surrender process before starting my OCI application. I had become a US citizen and still possessed my last Indian passport.
I applied through the designated VFS process, received the certificate, and then used the required proof of renunciation for my OCI application. That made it easier to prepare the OCI documents without wondering whether a pending surrender application would be accepted.
One thing I noticed is that the certificate's name can vary across instructions. Some pages call it a surrender certificate, while others use renunciation/surrender certificate.
I would not rely on the VFS payment receipt or application acknowledgment as a substitute unless the consulate explicitly confirms that it is acceptable. A receipt proves that you submitted an application; it does not necessarily prove that the surrender process has been completed.
Check the current OCI checklist for your consular jurisdiction. The exact accepted evidence can depend on the applicable instructions and your circumstances.

For applicants in the USA, the official consular instructions are quite clear that a renunciation or surrender certificate is required before applying for OCI if you previously held Indian citizenship.
The San Francisco consulate also explains that applicants who have lost their last Indian passport may receive a Renunciation Declaration Certificate through a different process. So not everyone necessarily receives a document with exactly the same title.
If you have your passport, I would use the current VFS surrender checklist. If you don't have it, check the lost-passport instructions instead.
I would also keep a copy of the cancelled passport and certificate once they are returned. You may need to upload the relevant evidence with your OCI application.
These details can change, so confirm the accepted document format on the official website for your jurisdiction before submitting the OCI application.
