To apply for an OCI card, you need to stay in India for a continuous period of six months, and you cannot do that when you are in India on an e-visa. You cannot apply for an OCI card using your e-visa because of this. So, firstly, you need to get it converted to an X visa. An X visa will allow you to stay in the country for a longer duration, which is a necessary step before applying for an OCI card. The X visa will let you stay for up to 180 days on each visit, but it can be extended for up to 5 years.
An NRI can definitely apply for an OCI from India, but they must be prepared for the same in advance. When you apply for an OCI card from India, you will have to face a few police verifications and MHA verifications, which are usually not required when you apply from abroad. The process might take around 2 months, so you will need sufficient time and good preparation for the same.
You can not apply for an OCI card in India when you are visiting on a Tourist visa, missionary visa, or mountaineering visa.
Individuals can apply for an OCI card from India, provided that they are staying in India legally and the visa they hold when applying for OCI in India has at least a validity of three months from the date of their OCI card application. People in India on a Missionary Visa or a Mountaineering visa are not eligible to apply for an OCI card from within India.
