For the OCI card application, the location you choose depends on whether you are applying for the card from India or outside India. For example, if you are applying for a card from India, you need to submit your OCI application to your nearby Foreigners Regional Registration Office (FRRO). However, suppose you are applying for the OCI card outside India. In that case, you need to submit your OCI application to the Indian Office/ Mission in the country where you are currently living.

I live in Madurai, and recently I got to know that there is no FRRO office here in Madurai; the only FRRO office in Tamil Nadu is located in Chennai. Do I need to mail my documents for the OCI application to the Chennai office or submit them in person?

For your OCI application, the location you should choose is the Indian Mission/ Consulate in the jurisdiction and the country where you are currently living. If you visit the Indian Mission or Consulate, you may not be able to submit your documents or may have to wait longer. Therefore, it is advisable to book an appointment at the Indian Mission or Consulate in advance.
