No, foreign military and police personnel are not eligible for registration for the OCI card, whether they are serving in the army or police, or they retired. Only Israeli citizens' army personnel and police can apply for the OCI card.

For the defense/military, police, or personnel working in the defense sectors, or their family members, they are not eligible to apply for an OCI card.

As I am from Israel, I can apply for the OCI card application even though I am working in the army of the country. I have filled out an online application from the official OCI services website and filled parts A and B of the OCI application and entered all the information carefully, submitted all the supporting documents for the OCI application, and paid the required fees. Then I booked an online appointment to submit all the documents for my OCI application. Then I visited the nearest application centre and submitted a filled OCI application with all the supporting documents, and waited for the processing of my OCI card after submission.
