Can foreign spouses of Indian citizens apply for an OCI card?

I was planning to apply for an OCI card through the Indian Embassy in Houston, Texas. Is anyone aware of the application process? I noticed on the Houston Indian Embassy website that, as a spouse of a foreign national, I will have to undergo an interview. What do I need to prepare for the interview, and how long will the interview take?

    Yes, if you are a foreign spouse of an Indian citizen, you are eligible to apply for an OCI card provided your marriage has been registered. It has continued for a continuous period of at least two years

    Once you have completed two years of marriage and are living together as husband and wife, your spouse can apply for an OCI card. Till that time, he/she can stay in India on long-term X visas, which have a validity of up to 5 years.
