Yes, if your child is a minor, then your OCI application needs the signatures of both parents with the thumbprint of the child. I got my daughter's OCI in April in the UK through VFS, so I'm telling this from my experience.

    Based on my experience, both parents' signatures were required for my child's OCI application. We submitted signed consent forms along with copies of our passports and the child's birth certificate.     Generally, both parents' signature is needed for the minor OCI application form, but there is one condition where only a single parent's signature authorization form is valid, which is if one of the parents is not alive, and you have a valid death certificate.
