Yes, if your child is a minor, then your OCI application needs the signatures of both parents with the thumbprint of the child. I got my daughter's OCI in April in the UK through VFS, so I'm telling this from my experience.

At the bottom of page 3 of the OCI application, below the declaration section that is signed by the minor, is a section for parents to sign under the heading “Application for Minor Child.” It shows that both parents are aware of the OCI application, and they are giving their complete consent for the OCI card.
For the OCI application of a minor, the requirements can vary by the Indian embassy or consulate where you are applying. Generally, the signature of both parents in the OCI application remains the same in all countries, no matter where you are applying from.
Anyone applying for a minor OCI application should make sure both parents sign the document on Page 2 of part B, even though the document states “parent” and provides space for only one signature. We have made this mistake, so by experience, I am telling you do not forget to do this, or you may face resubmission of your OCI application.
When I went through the eligibility criteria for a minor child, it took me a few minutes to understand do the application needs the signature of both parents or not. Well, I think it should be mentioned clearly in the OCI guidelines about it to avoid confusion of the applicant.
Yes, the OCI application for a minor needs the signatures of both parents. Recently, my relatives applied for a card for their child, and they made the same mistake because the instructions were not clear. It further resulted in a resubmission of the OCI application and a delay in processing time. So, make sure you do not repeat the mistake like them.
