The choice of applying for an OCI card, whether from India or a foreign country, completely depends on you. However, I would advise you to apply from a foreign country if you are already staying there and if you have fulfilled the stay requirement, because the process is quite easy over there as compared to that in India.

I think you should apply from your own country of residence because that way the process will be easier for you. You will be familiar with the requirements, procedures, and centers of your country. If you apply from India, the process might take a longer duration, which might create issues, especially if you are staying in India on a short-term visa.

While you can apply from either India or a foreign country, the choice is yours, but I would suggest that you apply from a foreign country. The process here in India is quite complex and time-consuming because there are a lot of procedures involved, including police verification.
