Yes, an OCI cardholder can apply for an Aadhaar card in India if they fulfil the residency requirements. They must have stayed in India for more than 182 days in the 12 months preceding their application.

    As far as I know, the 182-day stay requirements do not apply to OCI cardholders anymore. However, I am not sure, and you must check the official websites before applying.
