The documents that you will need to prove identity in cases of individuals with a Hindu Undivided Family (HUF) and minor applicants are an Aadhaar card, a valid passport, a driving license, a Voter ID, documents of the karta of the HUF, an affidavit declaration of HUF with all the details of the coparceners of the HUF, and any official document issued by the central or state government of India. They can be used for proof of identity for the HUF minor applicants.
I recently dealt with an HUF PAN application and the Karta's documents were central to the application.
An HUF doesn't have an identity card in the same way an individual does. The current Protean guidance says that for an HUF, an affidavit by the Karta containing the required details of the coparceners, together with a prescribed document in the Karta's name, is used for identity/address/date-of-birth requirements as applicable.
For a minor, the parent's or guardian's prescribed document can be used as the minor's identity proof.
I'd therefore separate the three situations:
The exact supporting documents can depend on citizenship and the application type, so I'd check the current Income Tax Department or PAN service-provider instructions before submitting.
For a normal individual PAN application, there are several prescribed identity documents rather than one mandatory document. The current Income Tax Department information lists documents such as Aadhaar, Indian passport, driving licence and elector's photo identity card among the accepted proof-of-identity documents.
For a minor, the situation is different. The current PAN guidance says that, in addition to the minor's Aadhaar where applicable, a prescribed identity document belonging to a parent or guardian can serve as the minor's proof of identity.
So I wouldn't worry about a child not having a driving licence or voter ID.
For an HUF, I would look specifically at the Karta documentation rather than trying to find an identity card issued to the HUF itself.
The important thing is to use the current document list applicable to the PAN form you're filing. Older Form 49A information can be different from the current 2026 PAN framework.

One thing worth mentioning is that proof of identity, proof of address, and proof of date of birth are separate requirements. A document may qualify for one purpose but not necessarily all three.
For example, the current Income Tax Department table shows an Indian passport as proof of identity, address, and date of birth, while Aadhaar is listed as identity and address proof but not as the date-of-birth document in that particular table.
So don't assume that uploading one document automatically satisfies every document requirement.
Also, if you're applying as an Indian citizen living outside India, the address-proof rules can have additional requirements. The Income Tax Department specifically mentions a bank account statement in the country of residence or an NRE bank account statement for an Indian citizen residing outside India.
I'd use the current checklist generated for the particular PAN application rather than relying on an old forum answer.
