Can I apply for a PAN card if I don't have an Indian address?

I’m an Indian citizen currently living in Australia as a permanent resident, and I need to apply for an Indian PAN card for the first time. I moved abroad several years ago and no longer maintain a residential address in India.

I still have financial connections in India and may need a PAN for banking, investments, and a possible property transaction. My main concern is the address requirement because most PAN application guides seem to assume that applicants have an Indian address.

I have a valid Indian passport and a recent Australian bank statement showing my current residential address. I also have an NRE account in India.

I’m trying to understand a few things before starting the application:

  • Can I apply using my Australian residential address?

  • Is an Indian address compulsory for a PAN application?

  • Can I submit my Australian bank statement or NRE bank statement as address proof?

  • Can I receive the physical PAN card at my overseas address?

  • Is the process different if I request an e-PAN instead?

  • Which application form should I use under the 2026 rules?

I have seen older articles mentioning Form 49A, but newer information refers to Form 93 for Indian citizens. I want to make sure I follow the current process.

If anyone has applied for a PAN while living abroad without maintaining an Indian residential address, could you share which address documents were accepted and whether you had to courier any paperwork?

I would prefer not to use a relative’s address unless it is actually permitted under the application rules.

Your situation is different from someone who has no address evidence at all. You have an Australian address and a bank statement, so the question is whether the document satisfies the prescribed requirements.

Rule 158 lists the acceptable supporting documents for PAN applications. For Indian citizens living abroad, the rule specifically recognizes a bank statement from the country of residence or an NRE bank account statement as address proof.

If you're an OCI cardholder rather than an Indian citizen, check the Form 95 requirements instead. That form has a separate list of acceptable documents for foreign citizens.

I wouldn't use a relative's Indian address unless it is an address option permitted by the form and you can supply the required supporting documents. Don't misrepresent your residence just to get through the application.

One more thing: if you already have a PAN number but no longer have your old card, use the existing-PAN reprint or correction process instead of applying for another number. You should only apply for a new PAN if one has not already been allotted to you.

I would check the delivery options before paying for the application. Applying without an Indian residential address and receiving the physical card overseas are related but separate questions.

The Income Tax Department publishes different fees for Indian and foreign communication addresses, and the final amount depends on the application method and delivery option. Confirm the current fee on the authorized provider's portal.

You can apply through UTIITSL or Protean. Read the submission instructions carefully because an online application may still require physical supporting documents, depending on the route you choose.

If you only need proof of your PAN details, check whether an e-PAN option is available for your application category. An e-PAN is a valid form of PAN, but the free instant e-PAN facility has specific eligibility conditions and is not automatically available to every overseas applicant.

I would also keep the acknowledgment number and payment receipt. If the provider needs clarification about the foreign address, those details will help you follow up.

The important thing is to use the official application process and not assume that every overseas applicant has identical delivery or verification requirements.

You don't necessarily need an Indian residential address to apply for PAN if you're an Indian citizen living overseas.

Under the 2026 rules, Form 93 is the relevant form for Indian citizens, including NRIs. The Income Tax Department's Rule 158 specifically provides that an Indian citizen residing outside India can use a bank account statement from their country of residence or an NRE bank account statement as proof of address.

In your case, I'd keep your Indian passport and Australian bank statement ready, then check the current form instructions to make sure the statement meets the requirements.

You can start from the official PAN information page, which links to the authorized providers.

Also, distinguish your residential address from your communication address. The application instructions allow certain address options, including a residential address, office address, or representative assessee address where applicable. If you want to use an address other than your own residence, verify the relevant proof requirements first.

Don't enter an Indian address simply because you think the form requires one. Use an address option that accurately reflects your circumstances and can be supported by the required documents.
